Nuclear talks between the U.S. and North Korea have remained stalled for nearly two years. Now, both countries are waiting for the other side to make the first move.
In the absence of diplomatic progress, the Kim regime can keep producing the raw materials required to build nuclear weapons. It is a bet that more firepower will give it more leverage in eventual talks centered on trading the stockpile away, said Jean H. Lee, a senior fellow at the Korea program at the Wilson Center, a nonpartisan think tank in Washington.
“We should never expect Pyongyang to sit by idly,” Ms. Lee said.
